Complete LIF Neuron Model: Implementation & Analysis

Implement a full leaky integrate-and-fire neuron model:
1. Simulate 10 neurons with different properties
2. Apply time-varying stimulus
3. Detect and record spikes
4. Analyze population response with statistics
5. Create publication-quality plots

This combines everything from quests 1.1-1.12 into one capstone project.
